Minutes, Regular Board Meeting, January 25, 2025


Call to Order: 10:45 a.m.

      Quorum Present?  Yes, all Board members present.

Treasurer’s Report:

     a. Checking Account—$65,359.89

     b. Mailbox Account—    $1421.29

     c. CD—                        $84,026.97, matured 1/20/2025, including approximately $1800 interest, subject to 25% income tax                  After discussion, Board unanimously agreed to create new 7-month CD, while adding $15,573.03 from checking account                a total investment of $100,000, which will leave approximately $50,000 to cover snowplowing and other POA expenses, as           well as providing enough money for initial funding of this year’s probable community-wide chip-sealing project. (Dean went           to First Interstate on Monday, January 27, and created the new CD.)

     d. Increase in total bank deposits from 2024 was approximately $32,000.  It is anticipated that the same increase this year will             result in a total of more than $180,000, which should be sufficient to cover repaving.

     e. Payment portal: Dean reported that our online payment portal continues to function well, with over $13,000 in dues being               paid in this manner by owners.

Website:  Dean reported that the number of subscribers to our website is 91.  He noted that this method of distributing posts about            various issues, especially including updates about last summer’s Bachelor Complex Fire, was extremely useful and                          appreciated, and he will note that at this year’s Annual Meeting, in hopes of increasing the number of subscribers.

Snow Removal: Not much snow so far this year—three or four days of snowplowing to date.

Chipping Project, 2025:  Dean reported that we have received a $2500 grant from the County for this spring’s chipping project                which is not as much as the $5000 we requested, but more than the $1000 we received last year.  It will be applied towards              this year’s chipping, which should happen in early June.

Firewise Status Renewal:  OWW1 continues to be certified a Firewise Community, thanks to a risk assessment conducted last                  summer, as well as a new action plan submitted by Dean (required every five years.)

Road Conditions—Bart’s Report:  Repave this year or next?  Bart can’t tell for sure until road inspection this spring but is                       predicting that we should probably plan on doing the chip-seal this year, to avoid having our roads deteriorate to the                        extent of causing additional expense.  The project will involve all OWW1 roads besides Heierman, which was done in                    2023.  In the event of the project being executed this year, it will be important to inform residents about what to expect from             the process, particularly in terms of loose gravel—-which will need to remain on the road surface for at least two weeks                  for the purpose of compaction, after which we will consider having the excess swept to the road edges.  To advise residents,            notices will be posted at the mailboxes, along with on our website (which will automatically go out to subscribers.)  Bart                plans to contact multiple contractors, beginning in February, in order to solicit bids for the project.

Other Matters—Vandalism:  what can we do, what should we do?   Motion-sensing lights at the mailboxes were a nice                          convenience for our residents, but is it worth the expense of replacing them if they are only going to be stolen? (The newest            ones only lasted three days.)  Install cameras?  Not necessarily practical, considering that the vandalism occurred at                          multiple locations in our community (as well as at OWW2.)  Is it worth chancing new lights and bulletin boards at the                      mailboxes, in the hopes that this plague of vandalism is over with?  The Board agreed to table the issue until it can be                     discussed at the August Annual Meeting.
